Notice of Funding Opportunity 2019 Nonprofit Security Grant Program

To Prospective FY 2019 Nonprofit Security Grant Program (NSGP) Applicants:
On April 12, 2019, FEMA released the Notice of Funding Opportunity (NOFO) for the FY 2019 Nonprofit Security Grant Program (NSGP). This grant provides $60,000,000 in funding support for target hardening and other physical security enhancements and activities to eligible nonprofit organizations that are at high risk of terrorist attack.
The 2019 NSGP has two components: 1) $50 Million for eligible nonprofit entities that are within designated urban areas; 2) $10 Million for eligible nonprofit entities that are not within designated urban areas.
The following information and instructions are for nonprofit applicants that are within the National
Capital Region urban area (NCR), which includes the District of Columbia, Montgomery and Prince George’s Counties in Maryland, and Arlington, Fairfax, Loudoun and Prince William Counties and the City of Alexandria in Virginia.  Any nonprofit applicants in Maryland and Virginia that are not within the boundaries of the NCR must submit their applications to the Maryland Emergency Management Agency or Virginia Department of Emergency Management, respectively.
Below are instructions for applications for FY2019 NSGP for the National Capital Region urban area:
  • Applicants must be 501(c)(3) nonprofit organizations to be eligible.
  • Applicants must be located within the National Capital Region
  • The maximum amount for an individual application is $100,000.
  • Applicants must only request funding for equipment/activities that are consistent with the allowable costs guidance listed on pp. 10-13 of the NOFO and Program Appendix C.
  • Applicants must submit their applications no later than Friday, May 17, 2019 at 11:59:59 PM EDT to the District of Columbia Homeland Security and Emergency Management Agency (DC HSEMA), which is the State Administrative Agent (SAA) for this grant.
    • Applicants must use the FY2019 NSGP Investment Justification template
    • Application template must be saved in Microsoft Excel 97-2003 format.
    • Applications must use the following file naming convention: “FY2019_NSGP_UA_ DC_NCR_<Your Nonprofit Name>”
    • Submit applications by email to ncr.saa@dc.gov and  Cembrye.ross@dc.gov.
      • Do not submit to FEMA or grants.gov—DC HSEMA will do that on behalf of the region.
  • Applicants must include the organization’s Dun & Bradstreet Number (DUNS) in the application template where requested.
    • Applicants that do not have a DUNS number may get one by calling (866.705.5711).
    • Applicants do not have to register with grants.gov, since DC HSEMA is the sole applicant on behalf of the region.
  • Applicants must also provide a “mission statement” described on pg. 9 of the NOFO, which explains the nature of the applicant organization’s purpose and mission.  This will primarily be used to validate the organization’s type identified in the IJ as either: 1) Ideology-based/spiritual/religious; 2) Educational; 3) Medical; or 4) Other.
  • Applicants must also provide the vulnerability/risk assessment on which the request in the application is based (see pg. 9 of the NOFO).
The scoring criteria for the applications are included on pp. 15-16 of the NOFO.
Instructions on how to save the Excel application template correctly are listed on the “Introduction” worksheet—please follow these instructions carefully.
DC HSEMA will conduct an initial review and scoring of the applications received, and will submit a combined application to FEMA by May 29, 2019 on behalf of the National Capital Region urban area that includes all of the eligible applications. FEMA will make the final decisions over the summer and will issue the grant award to DC HSEMA no later than September 30, 2019.
